Admin settings on Q menu not working

You have 165 (!!) workshop addons installed. It's entirely possible one of them may be conflicting. Try using only ULX and ULib for a few minutes and see if the problem persists.

Only way I know is to remove them all (the addons)
Test, then add back 1 or 2 at a time.

One thing to verify, will it let you "change" them, but reverts back after a map start?
Or will it not even let you change?
If they're changing, but reverting, that might be default behavior.
Many of the server settings in ULX XGUI tab do not save.
They're meant to be set in server.cfg
Just something to verify.

Another "if they change but don't save", might check folder permissions. I don't know if the Q menu settings get stored anywhere, but if the user Gmod runs as doesn't have write permission, saves won't get stored.

tried wiping the entire data folder and such, removing any legacy addons with lua involved, and many others and still can't get it to work, any admin-esque command gives "Can't change replicated ConVar [convar] from console of client, only server operator can change its value"

Everything looks good there. Not sure what the panel is checking for, but you are definitely registering as an admin/superadmin. Are you able to spawn admin-only weapons?

Interesting.
I've seen us blamed for lots of issues over the years, but never breaking Q menu access.
I'm tempted to play forum 'god' and ban you.
Fortunately for you, I'm a forgiving forum god, for now.

I'm not saying ULib isn't involved in some way, I'm simply saying, in agreement with much of the rest of the community, we're likely not breaking  your Q menu.
ULib and Gmod sees you as the required group. That's it - we're not involved anymore. Nada.

You had 165 addons.
I don't think you removed all of them.
Something is still likely conflicting.

Backup your data/ulib and data/ulx folders if you want.
Start from scratch, blank folders.
Install Gmod server, ulib, and ulx. Nothing else.
Re-install Gmod client.
If after that, you still can't use Q menu, let us know.
