Add user to group on steamid

This might already be a thing but I want to be able to do
ulx adduser "STEAM:0:1:39-1804715678563(@#&$^TGH" Moderator
instead of making them join.

Please see "ulx help" from your game console as a superadmin.
Or our FAQ "what commands should I see as a superadmin"
