Bans aren't getting deleted

I'm deleting my bans.txt and it's still not deleting every ban, what could be the problem?

If its DarkRP don't forget the FAdmin bans also the regular ban system could cause that simply try "unban <sid>" in the Server console

I don't think it's FAdmin. It's weird because I will delete the Bans.txt and then it will fill up again, but when I check the bans in game it just shows their steam ID's.

ULX stores additional ban information in an _additional_ file bans.txt. If that's all your deleting, its not enough.
(We store reason, temp bans, and admin who_done_it)
That's NOT the standard Gmod file that also stores bans, and gets executed every ULX ban change and at server start up.
Though you may have other admin mods or addons conflicting, ALL bans with ULX are still also stored in Gmod's (defaults to) /cfg/banned_user.cfg or banned_ip.cfg
That file gets loaded at startup.

Hey, so I removed the banned_user.cfg and it's still not unbanning everyone.

Did you do this while your server is shut down? (it must be shut down)
While server is shut down, did you remove both the gmod banned_user.cfg and ULX /data/ulx/bans.txt?
Do you have another admin mod that might be conflicting?
Do you have a backdoor'ed addon that keeps banning whomever you are trying to unban?

Thanks man! I didn't have the server shut down when doing it. It works now
