Ulx target error

My ULib/ULX versions (run "ulx version" in console):
ULib v2.63d (03/21/17)
ULX v3.73d (03/21/17)


Game mode(s) I am having this problem on:
Dark/Starwars rp
When i try  to set up ulx groups everyone can pick up superadmin/admin
i have
"t-mod"   
{
   "allow"   
   {
      "ulx physgunplayer"
   }
   "can_target"   "!%mod"
   "inherit_from"   "user"
But they can still target superadmin i have fadmin play/admin pick up off also

I'd recommend before we spend any further time troubleshooting your group inheritance tree, please disable fadmin, if only to test.
Too many, TOO MANY times I have seen it conflict with group access.
Then, I'd also recommend trying without any prop protection or for that matter, other mods.
Many prop protect mods modify physgun properties.
