Cooldown for ULX commands (Playsounds)

Hey there,

I came across this thread https://forums.ulyssesmod.net/index.php/topic,7083.0.html which details a cooldown for ULX commands however I can't seem to get it working whatsoever.

Would anyone be able to tell me if this is still a valid method/works?
