Many addons get stored in /cache, even after removing them.
If you remove any, delete your /cache/dua folder, restart your server.

As for your issue, ULib 2.30+ is now required for Urestrict
Also, if you use a sv_downloadurl, make sure you've uploaded your server's /cache folder to your download host.

Apply no loadout to all your groups.

I already have the weapons restricted the way I want, I dont want to screw it up, but I need to start restricting tools.

Yeah, so apply no loadout for all has this effect. ( For all -players ).

Loadouts are only about weapons, not tools.

I can't remember the name of every weapon.

weapon_pistol
weapon_crowbar
weapon_357
weapon_smg1
weapon_rpg
weapon_crossbow
weapon_[The combine rifle, I can't remember the name, try weapon_ar1 ]
weapon_shotgun [ Maybe spas ]

Add that to the default.txt, and default_spawnlist.txt

I really don't understand at all what you want...

Do you want them to have the default weapons, or not?

I dont want to use the loadouts at all I want that function gone, I just want to use the tool restrictions.

Why, just... Why?

It's not because it isn't working with one guy that it isn't working at all. I love this funciton and minges stopped spamming weapons since I have installed this plugin.

I'll keep using an old version so. I really want to keep this great feature.
