Ok I need help with evrything. What does Ulib and ULX do? Where do I put it? And how i use it?

Wow.

Okay, firstly, ULX is a server plugin to assist admins in keeping their server well managed, it can do many things, like freeze players, kill them, ban them, but the biggest part about ULX is the fact that admins can be given 26 different admin levels (A-Z), for example, root admin gets all abcdefghijklmnopqrstuvwxyz, but his friend wants to be admin too, so he gets a, for, let's say setting reserve slots, and c, let's say killing players.  There's just acouple of examples.  Also, I'm sure I won't have to explain where to put the files, just read the readme.  And a quick browse on the forum will tell you what ULib is.

ok i just installed it i wanna know how to start it or run it or w/e its called
wat r the commands?
is there some wher i canm read all of them?

Kraq,
 As Mank keeps trying to say, read the readme.txt files included with both Ulib abd Ulx v2

Ulib is a gmod lua library of code to make some lua coding easier.
ULX v2 uses Ulib to do much of its work.
Ulx v2 _requires_ Ulib.

We aren't trying to be mean, but, we don't like helping those who haven't read the fine instructions Megiddo wrote.
Read the readmes.
Once you've done that, try from your server, in console while connected in game, "ulx help"
You should see lots of commands.
If you only see a few, you didn't set up yourself as an admin user correctly. See your lua/Ulib/users.ini file, and the readme.txt file again.

There is no ulx v2 command to do it 'in game.'
While the person you want to add is connected, type status in console.
Get their steamid STEAM:#:#:####### ... all digits of it
Then, add them to your gmod9/lua/Ulib/users.ini like you did yourself.
Restart the script/server.

Your friend should now have the access you gave them.

I don't see you or your other admins ID, but yes, that is the file you would edit.

Those examples, with the access flag descriptions above, show how you would do it.

If that doesn't explain itself, then you need to find
1) someone who speaks/reads  and understands english better to help you translate
OR
2) an adult to help you follow directions
(or both)

Yes, this may seem harsh, but you seem to be at the same point that you started at 5 days  and 7 posts ago. It seems as though you didn't ever add yourself as an admin.
I feel like I'm beating a dead horse to try to make it walk.
