ULX in Console

I'm a superadmin on a server that I do not own, but it seems to be a problem specific to me.
ULX unregisters itself in console sometimes, and I can only use chat !commands. Those work fine, but can get spammy.
The only way to fix this is to restart my computer. Restarting Garry's Mod or Steam does not fix the problem, and I want to know how I can fix this without restarting my computer--it's a pain in the ***.

If you have to restart your computer to fix this problem then it doesn't seem like it would be any fault of ULX, GMod, HL2, or even STEAM. If you had to restart the server to fix it it would be another issue. Does anyone else have this problem on your server?
