what i need

a tool restriction plugin that will restrict tools to all users and only let certin users have all of them.  the only one i found had broken download links in it.
a noclip plugin that will allow super admins and admins to noclip but not players (could not find anything that fits this criteria but might of missed something)

Urestrict for the first request

The second part is handled by ULX with no additional addons

What megiddo said about the second part - add on the following few words "using the command 'ulx noclip'"
