Is here any vote system where you can make OWN vote and you can choose what happens if vote success?

Like: Own vote #1

Do you want kick unnamed? (Percentage: [80%]
- Yes
- No

If yes = 80% run command: /kick unnamed

I don't have idea how do i can explain more better.

Well for that, you can use !votekick unnamed and if it wins, they will be kicked. Some other votes like !votemap etc work also.
