It seems you're paying good money to host a server and you don't even know what access groups are for Garry's mod.
Even with the fancy scoreboard and UTeam script out of the picture, you should know what the 2 extra access Gmod groups are that every script looking for additional access looks for.
See the Gmod wiki article on setting up groups.
Once you have the base understanding, then you can add any group you want, or name teams using UTeam's config file where "Super Operator" is the team name (which would show on sui_scoreboard) and superadmin is the group.
ULib/ULX goes one step further and allows you more groups/customization, etc.
Most of us don't have time to spoon feed you.
There are plenty of FAQs and posts at this forum for how to add additional access using ULX.
