arggg i wana scream so loud i know its not working and its set to 1 some thing is over riding it and telling it not to work ppl in my group can hear me and no1 out side my group can  thus that is why it is sv_alltalk causing the problem  so im wondering if it has been set any where in any file from the addons im using from here

urestrict
sui_score_board
Uteam

i think that's it 

it just wont allow me to talk to my friends.

None of those addons will mess with sv_alltalk. While you are in game if you are superadmin try running 'ulx rcon sv_alltalk 1' from your game console (no quotes) that should work... maybe you have alltalk set to 1 in a config that isnt being loaded? Or try just sv_alltalk from teh dedicated console to see what it's currently set at.
