Kicking/Banning by SteamID

Hi, there was this guy in my server the other day, he had this wierd thing where his name kept changing every like second. I couldn't ban him by name and when i tried by steam id it didn't work..

Does any one know the exact command to kick/ban by steam id? I was doing

ulx ban <His ID> 0

but nothing happened.

you could try
banid <id> 0
or
banid 0 <id>

I think time goes before the ID.
