Lots of changes today!

Just wanted to let everyone know of a couple big changes today.

First, replicated cvars were improved and made much more robust. This doesn't mean much from the ULX or ULib point of view, but is big news for XGUI, since it will be able to hook into just about any cvar it wants to and offer it to the clients to change (even cvars that already exist and aren't replicated!).

Second, I finished moving the last of the configuration files for ULX to the data folder. This is significant because...

Third, configuration is now persistent! If you change a ULX cvar, it stays changed (saves to the config file).
