CDBettler, Unless you're setting your max players to 3, you're going to have some unhappy laggers due to your limited upload.
(And unhappy parents/roommates/yourself if you try to surf using another machine.)
I keep the following in my server.cfg file for any Source servers I use. It works quite well.

Though it's been a while since I researched it, I believe your high tickrate increases bandwidth usage too (along with CPU physics prediction)
