URestrict already does. First post = "loadouts" for weapons. "Tools" for tools.
Vehicles, not sure.

Locking this post,as you really should have made this suggestion within the URestrict thread, after reading and searching it for the options you think it needs that, most of which, it was already designed from the start for.
(Entities were added later I think, vehicles, not sure they've been added, but could be added to your prop list)
