Hello
I am having the same problem.

!menu in chat or ulx menu in console is not recognized.

The garrysmod/cache folder is sent over to the fastDL.

All other commands like !slay or !kick work fine.
ULX recognizes me as superadmin.

Do you have any errors in server or client console?

I typed !menu in chat and did the console command "ulx menu". This comes out of the client console:

[LDT] psycix: !menu
] ulx menu
Invalid command entered. If you need help, please type "ulx help" in your console.

I'm currently unable to reach the server console.

Odd. The simplest explanation would just be that you're missing the menu files. I don't really see any other way all the other commands would work but menu wouldn't.

Correct. ULX/ULib isn't written to run if they have it installed locally and connect to a server.
Too many possibilities for version conflicts.
That's why it's required that the server has it in the download cache, fast (sv_downloadurl) or otherwise.

You really need access to your server console to help us help you.
You would be seeing a ULX (or possibly ULib) error at server startup, and/or when the menu command is run from the client (but would show on the server console).
And when you say new download of ULX, do you mean SVN? Or from our downloads page at www.ulyssesmod.net?

The problem has been fixed by using the SVN version (3.50) instead of the version downloaded from the website (3.40).

Glad it's working for you.
We hope to have SVN released soon.
