MOTD Showing Website, Add Scrollbar?

I'm using the ULX MOTD to display a webpage in my MOTD, however I need to allow players to scroll up and down with ease and the current scroll "rate" is very slow. Is there any way to make the scrolling faster, or even add a scroll bar?

EDIT: When a player first joins the server, it shows the MOTD with a Scrollbar. However, when you type !motd after you close the first MOTD, It no longer displays a Scrollbar...Any fix for this to where it will show the Scrollbar every time?

As far as I'm aware, these issues are being caused by bugs in Gmod's HTML rendering engine-- or rather, the MOTD wouldn't even show up if not for this workaround I used which is probably causing the messed up scrollbars. Unfortunately I don't think we can do anything about it at this time
