A couple issues with ULX 3.0 and Ulib 2.01

Well, before when i had gmod 9, i had ULX and Ulib and it worked fine, however, once i got gmod 10 and the new versions, ive had some problems.  First off, is it normal for the groups.txt and the users.txt to be empty? and if so, how do i add users and groups? second, today, i was playing gmod 10, and after a while, the ULX commands quit working, then after a while, they went back to working.  Also, when i access the admin menu (!menu), and if i click on client whatever it is, the client commands didnt work, but this may be linked to the commands not working at all.  Please help me out!

Also, if it makes me seem less retarded and if it helps  in any way, heres what i am trying to do:

I have a listen server, and i am obviously admin.
I want to make user groups, so that i am always under Head Admin
I want to make some of my friends VIPs, where they have some admin powers, and are always under VIPs
The rest of the people i want to be under guests

Basically, i want to make obvious who is who, and to have some people to be VIP's.

OH, and don't forget.....bump.

Not sure why it would work one minute, not the next.
However, lets start with the easy stuff first.
Your users.txt would be empty if you didn't fill in the standard Gmod (not ULX) users file correctly, which, so happens to have 3 default levels and may support your Admin/VIP/friends levels.
 Groups.txt is empty by default too, and mine hasn't filled with anything even though I have my Gmod users set correctly.

As in past releases, ULib has a custom user access file stored in
data/ULib/users.txt. However, we also make use of Garry's regular gmod user file. Unless
you are comfortable with and understand our custom ULib/users.txt, we recommend you add
yourself to the default gmod user file. Instructions for doing this: http://garrysmod.com/wiki/?title=Admin#Dedicated_Servers.  If you're running a listen server, you will be made an admin automatically.

Make sure you've downloaded ULX within the past 24 hours...a fix was released that corrected admins weren't getting access from the Gmod users file.
So, summarized, make sure for now you've set the Gmod users.txt file following directions from http://garrysmod.com/wiki/?title=Admin#Dedicated_Servers

Let us know how it goes from there. We're working on easier admin addition/control planned for a (hopefully soon) future release.

Alright, is it possible for me to copy paste the code from the instructions, change the names and steam ids, and be able to use it?  Also, what is the difference between superadmin and admin when in the GMOD users.txt, does it only apply to stuff like server settings, or does it also apply to ULX, because i would like to choose which abilities admins have, like i could in ULX for GMod 9.  Thank you for the useful information, I really appreciate your help!

The main thing i am trying to find out here is this:

What is the easiest way to add users with certain access abilities, and what is the easiest way to make groups for these users to fit into.
