Hiding Echoes from Specific Groups

I'm not sure how to explain this, but say that one of my low-ranking users uses the command !slap on themselves. I'm looking for a way to make it so that "!slap ^" won't echo the command to anyone on the server except for the superadmin rank.

Basically, my goal is that people can use their commands all they want without spamming the chat, but I still want to be able to see who is using what on my end. If this isn't possible, I'd like to know if I can make the echo invisible for everyone (but only for specific targets). Is there a way to edit the ULX code so that whenever someone issues a command on themself, it won't echo?
