ULX will not prevent spawning of vehicles.
I believe there is a generic code edit you can use for SENTs (scripted entities, which I believe vehicles are) that will force a person to be admin or higher to use the sent.
I'm sorry, I don't know where/what that code is, but you should be able to find it using Google.
