RDM Manager Report Perms

Hello, so I am making a ttt server and I want to have everyone above trial mod able to have reports submitted to them when they are on. I am Owner and even I don't get the perms for someone to submit a report to me! I am currently testing but will have my server up very soon. I need to fix this problem because I want to test trial-mods how they deal with reports and if they're worthy.
