Help with ULX ranks

So I just installed ULX for my dedicated test server and I want to set up ranks. I want it so ranks cannot target higher ones. The ranks I want are:

Owner
Head Admin
Senior Admin
Admin
Moderator
VIP
User

VIP and user have no admin powers. I know I have to keep my superadmin rank and cant rename it. I just want my ranks like this, also how would I make it so when a Head Admin and up changes a rank it stays even after everyone disconnects?

This has been answered so many times but whatever..

GUIDE: ulxname, inherits from, target prompt

Owner  - owner, headadmin, *
Head Admin - headadmin, senioradmin, !%owner
Senior Admin - senioradmin, admin, !%headadmin
Admin - admin, moderator, !%senioradmin
Moderator  - moderator, vip, !%admin
VIP - vip, user, !%moderator
User - user, *

How can I make it so moderator inherits from both VIP and user.

VIP inherits from user
Moderator inherits from VIP, which is inheriting from user.
So Moderator is inheriting from VIP and user.
