Is there a way to add time restrictions on when commands can be used?

Similar to how you can restrict ban times and reasons, I'm looking for a way to add a timer to restrict voting commands to every 5 minutes or something.

You can add a timer for like 5 minutes at the end of the voting function. Then, at the start of the vote, add an if statement to check if said timer is running. If it is, deny the vote.
