How can i make a console message?

How can i make a auto message that console send it to all players online in the server every 5min like that.

I dont know no one knows what i mean the server will auto send message that every period of time IN CHAT

I think you're talking about an automated message/announcement system, which comes with ULX
Look in the xgui for adverts
