MOTD Not working

Hi. When I enter single player in gmod The thing pops up to say the motd but on my server it doesn't? and when I go in the super admin thing it says its disabled? PLS help

Besides that template information, what type of server?
Dedicated (using SteamCMD), or Listen (starting from inside your game)
