Cant set permissions

Basically, I use Serenity Servers. It is a lot like Nitrous Networks, pretty much the same design but different wording sometimes.

When I login, I dont get a single LUA error or anything. I try rcon_password <my password> and it doesnt seem to do anything. Next I try to do ulx addgroup <name> and it says, and I quote, "You don't have access to this command, Admiral Mirage!"
