acidently screwed up groups

so none of my groups can do anything with adding groups or editing them or anything can I get help

It has several to help you, including "how do I reset ULX".

Though image is missing, it will be something like gmod/data/ulx and gmod/data/ulib
It's straight from the FAQ, and if you followed it, you didn't delete the correct folders
Don't touch addons/ulib or ulx, and if you have, re-install
