Settings not saving after restart/crash

OK so everytime my server crashes/restarts these settings(see links at the bottom) go back to "Team near you" and the other one ticks back on so is there a way to save this so it stops changing back?

Settings I want to put it on is

For alltalk settings is: Everyone
And for "Spawn with weapons" UNTICKED
